Translate before or after the apostille?

An apostille authenticates the original document — not the translation. So the order depends on which way your document is going.
Inbound to USCIS: you usually need only a certified English translation — an apostille is generally not required. Outbound abroad: apostille the original first, then translate the document and the apostille together.
